CALL FOR A MEDIUM-SIZE AND A FAST MISSION OPPORTUNITY
IN ESA’S SCIENCE PROGRAMME

Step-2 proposal submission form
​​​​for M-class mission proposals

 

As described in the Call for a Medium-size and a Fast mission opportunity in ESA's Science Programme document, proposals in response to this Call must be submitted in two steps. Step-2 proposals may only be submitted by proposers whose Step-1 proposal passed the initial screening. Provided that they are received by the deadline indicated in the Call for a Medium-size and a Fast mission opportunity in ESA's Science Programme document (and repeated below) and are supported by Letters of Endorsement from Member States as indicated in the Call document, Step-2 proposals will be subject to a technical and programmatic screening by ESA (see Call document for details), and those proposals that are considered feasible will be submitted to a scientific peer review process conducted under the responsibility of the ESA Science Advisory Structure.

Step-2 proposals must be submitted using the form below. Only pdf files will be accepted; files must not be locked or protected; the maximum file size accepted is 100 MB. Full details of the format and content for the proposal are given in the Call for a Medium-size and a Fast mission opportunity in ESA's Science Programme document.

Please note that after selecting the file you wish to submit you must wait for an on-screen message indicating that the file has been successfully uploaded before finishing the submission process.

An acknowledgement of receipt will be sent to the proposer at the email address provided, upon successful submission of the proposal.

The deadline for receipt of Step-2 proposals for M-class missions is
​​​​​​​ 19 March 2026, 12:00 (noon) CET

Late submissions will not be considered. Step-2 proposals that have not been preceded by a Step-1 proposal will not be considered.

Protection of personal data is of great importance to ESA. This privacy notice describes important aspects of how the data submitted for this Call will be treated. Please read the privacy notice carefully. Lead Proposers must take note that they act as Data Controllers for any personal data collected and submitted to ESA.

By ticking the checkboxes presented to you when submitting your proposal via the Cosmos web portal form below, you confirm that you agree with the collection and further processing of your personal data. You will not be able to submit your proposal without providing this consent as it is required to further process your submission.

Note that a second privacy notice that pertains to the website must also be accepted before the submission is completed. ESA cannot accept applications from individuals who do not accept the terms of the privacy notice.

Notes on using the submission form

Enter the information in all the mandatory fields (indicated by *)
Upload your file and wait for the on-screen message confirming that the file has been uploaded.
Accept the privacy notice for the Call and click on Submit.
You will then be presented with a summary of your submission details (you may need to scroll across the page to see the details that you have entered) and the second privacy notice (related to the website). When you accept that privacy notice and click on Confirm your information will be submitted.
